A PPF Breakfast: Transition to a Low Carbon Economy: the Dutch Approach and Lessons for Canada
On behalf of the Public Policy Forum, and in collaboration with the Policy Research Initiative, we would like to invite you to join us for presentations and exchange on the Dutch approach to the Transition to a Low Carbon Economy. The main presenter will be Mr. Hugo Brouwer, head of the Dutch Energy Transition Program. He will be accompanied by two industry representatives, Dr. Jeroen de Swart, Managing Director at Eneco NetBeheer (a Dutch natural gas company), and Mr. Gerrit Jan Koopman, Managing Director at the Royal Netherlands' Paper and Board Association. The breakfast will be held at the Rideau Club (Main Dining Room), 99 Bank St, on February 9, starting at 7:30 am and concluding not later than 9:30 am.
While it is clear that countries all over the globe face tremendous environmental challenges, it is equally clear by now that existing governmental institutions and structures are often ill-suited to tackle those very challenges. In fact, in many cases existing institutions and structures reinforce the status quo rather than facilitating the transformations needed to move to more sustainable societies.
The transition approach used in the Netherlands is one way to liberate societies from the gird-lock created by long established institutions, structures and ways of doing things. It requires, for example, a vision for the future as well as a commitment to support a wide range of innovators. The innovative forces generated by the transition approach can provide both solutions to our environmental problems and economic opportunities.
The presentations will elaborate on funding tactics, regulatory barriers to innovation, knowledge management and communications as well as the role of government, the private sector and other actors in the transition process. The presenters will reflect upon successes, failures and the experience with collaborating across six ministries.
